The Safety and Justice Forum discusses EThekwini Municipality’s newest By-Law – Nuisances and Behavior In Public Places. How will you be affected when the metro starts enforcing it?
Gabriella La Foy holds LLB and LLM degrees which she obtained cum laude from UKZN and a Masters in Public International Law from the University of Cambridge in the UK. She joined the public sector in 2005 and is currently Deputy Head of the Legal Department at Ethekwini Municipality. In her capacity there, she has been responsible for rationalising and rewriting all the by-laws in Ethekwini to bring them into line with the Constitution. This is the only project of its kind to have been successfully completed at a municipality in South Africa. Gabriella has written three handbooks on local government legislation which are published by Lexis Nexis and which are widely used in the local government sector in South Africa.
